a) vehicles of residents
b) vehicles registered in the registers of historic vehicles as stipulated by DGR 66-3859 18 September 2006 and subsequent D.G.R. 57-4131 of 23 October 2006
c) electric or hybrid vehicles operating on electric motor
d) bifuel powered vehicles or natural gas / gasoline or LPG / gasoline
e) vehicles of the Armed Forces, law enforcement agencies, Fire Service, ARPA, the Emergency services, civil protection service, and special purpose vehicles used the forcible removal of vehicles
f) taxi duty, bus service, buses and vehicles in rental service with or without driver
g) vehicles owned (rented, or leased) of Local Authorities, the State, businesses and institutions of public service, the postal service which is clear the performance of public service
h) vehicles with foreign number plates
i) vehicles used to load and unload goods and / or collection / storage of equipment at the business and the shops within the LEZ
j) vehicles engaged in emergency repairs craft businesses, and other economic operators, fairs, markets and festivals
k) motorcycles and mopeds which are at least Euro 1, if accompanied by appropriate documentation
1) Vehicles used to transport people with disabilities and people with serious diseases documented with certification issued by the competent bodies, including those who have undergone organ transplants, who are immuno-suppressed, or who go to health facilities for disaster relief. Must be in possession statement issued by schools, offices, clinics, etc.., specifying the address, start and end time of school, work, therapy, etc..;
2) vehicles with special adaptations, duly noted on the registration certificate, to allow the physically handicapped;
3) Vehicles used to transport people undergoing treatment or examinations who can produce medical certification or a declaration in lieu of affidavit (self-declaration), which states the location and time;
4) vehicles used by caregivers on duty certified by their employer, stating that the caregiver is giving home care which is paid for by people with medical conditions for which the assistance is essential;
5) vehicles used by persons engaged in home care services for people  affected by serious illness,  certified by the competent bodies or by the family doctor
6) Vehicles participating in funeral ceremonies, as long as provided with
appropriate documentation (it will be sufficient to produce the certificates issued by the Authority);
