    Introduction

Warning!

There are no stickers in Belgium. Only use official websites to register for LEZs or other schemes. From the city, registration is free, and day pases are much cheaper than they are from other websites.

Antwerp has implemented a Low Emission Zone in 1st February 2017.

Gent will implement a Low Emission Zone in 2020.

Mechelen is planning to implement an LEZ, too. The exact date is not set yet. But is expected for 2020. The details aren't clear, yet. But the LEZ will be based on the LEZ Antwerpen and on the Flemish framework.

The Brussels-Capital Region has implemented a Low Emission Zone 1st January 2018. There is a 9 months transition period. 


During 2018:
petrol: Euro 1
diesel: Euro 3 with particle filter

2020:
petrol: Euro 2
diesel: Euro 5

2025:
petrol: Euro 3
diesel: Euro 6

Some vehicles can enter the city after paying. See below. The low emission zone is like in London, where foreigners have to register their vehicle before entering the first time. This is because the information is not on the Belgian vehicle database. This can be done online.
Check here to find out if your vehicle is allowed in the LEZ, or in Flemish, French or German.
If no Euro standard is given on your vehicle papers then the date of first registration will be used to identify the emissions standard.


Electric vehicles with a Belgian licence plate are always allowed to enter the LEZs without registration and for free.

All vehicles with four wheels or more.

    Costs

Pay for permit:

There is also a transitional measure (until 31.12.2019). Certain vehicles can buy the permission to enter the LEZ for a day, a week, a month, tree months or six months:

  • reduced tariff for people living in the LEZ (tariff)
  • diesel vehicles with Euro 3 and no particlulate filter of people not living in the LEZ standard (tariff)
  • vehicles older than 40 years (tariff)
  • specialized vehicles Euro 2 or 3 without filter for maintenance or utility work  (tariff), emergency interventions (tariff), tarders in markets or at fares (tariff)

 

LEZ day pass:

ATTENTION: there is no such thing as a sticker!!! Buying a day pass means you are registered in the Belgian registration system!

Vehicles that do not meet the emission requirements or weren't registered in time may enter the LEZ up to 8 times a year with a LEZ day pass:

The LEZ day pass costs 35€ and is valid until 06:00 the next morning and can be bought:

  • online, maximum 4 months in advance and only by online payment.
  • at the new touch screen parking meters (location see map below). At those parking meters, the LEZ day pass is only available for the same or the next day. 

Attention: the LEZ day pass does not replace your parking ticket. Beside your LEZ day pass, you still need to purchase a parking ticket. Once purchased, this day pass cannot be reimbursed.

The same scheme is expected to be active in Bruxelles from summer 2018 on and in Gent  and Mechelen from 2020 on.

Registration:

Belgian vehicles: no

Dutch drivers don't have to register for Antwerp (see here for more information)

Foreign vehicles and certain other vehicles (see below): yes

Your vehicle must be on the Belgian national vehicle register. The register also needs to have all the relevant information.

Vehicles that are not in the Belgian national vehicle register , but meet the Euro standard, can be registered here either in English, Flemish, French or German.
You have to register at least 24 hours after you have left the LEZ.

These vehicles can enter the LEZ after registration (needs to be done the latest 24 hours after entering the LEZ):
- foreign vehicles that meet the required Euro standard
- diesel vehicles Euro 3 standard with a DPF that has not received a grant from the Flemish government
- vehicles of persons with disabilities with a special parking permit
- vehicles for the transport of persons with disabilities

In 2017 the penalty will be in 125€.

As of 1 February 2018 the penalty will be higher for repeated infringements:

  • for the first time it will be 150€
  • the second time it will be 250€
  • further offences within 12 months will be 350€

There is a flemish scheme that cities can use to implement a LEZ.

    Exemptions
The following vehicles can always enter the LEZ without registration if they have a Belgian licence plate:
- petrol, LPG or natural gas vehicle with minimum standard Euro 1
- diesel vehicles with minimum standard Euro 4
- diesel cars with Euro norm 3, with a filter for which a Flemish premium was applied for
- agricultural vehicle (emission standard IIIa, IIIb and IV)
- electric vehicles
- hydrogen-powered vehicles
- plug-in hybrid vehicles
- vans for the transport of persons with disabilities (list based on Decree 12/21/2012)
- emergency services
- army vehicles
- oversized transports that are authorised by the authority with a special permit

In addition, vehicles that do not meet the emissions requirements may enter the LEZ up to 8 times a year with a LEZ day pass.
