The following general exemptions are valid until 31.12.2012:
- Petrol vehicles with a regulated catalyst, that do not get a green sticker
- Actors vehicles for events in the LEZ (e.g. Schützenfest), for the drive to the event and back – proof of involvement with the event is required
- Public buses of the ÖPNV
- Coaches
- Vehicles with temporary numberplates
With net incomes of less than 1290€ a month by individuals, 1960€ for two people, 2470€ for 3 people and 2970€ for 4 people it is assumed that replacing the vehicle is not possible.

For individuals and clubs, an exemption can be given if:
- the vehicle cannot be retrofitted to a green sticker and
- the purchase of a replacement vehicle is not financially viable and
- a main or second residence is in the LEZ or the use of public transport is an significant effort
A vehicle also counts as not able to be retrofitted when there is no system offered that reduces the NO2 emission by 10%.

For vehicles of businesses and the self employed etc that are needed for operating the business an exemption can be applied for if:
- the vehicle cannot be retrofitted to a green sticker and
- the purchase of a replacement vehicle would threaten the businesses existence.
The business threat needs to be confirmed with grounds by an accountant.

Special vehicles (that for example ‘stand around’ a workshop) can get an exemption on proof that the business would be threatened when they travel less than 2000 km annually in the LEZ. Special vehicles are vehicles that have expensive bodywork so that this approaches the cost of the vehicle. This can also include converted campervans. Not covered by this rule are vehicles that regularly drive more than the kilometre limit given (in particular classic delivery vehicles, e.g. refrigerated vehicles.

In addition further exemptions are given if:
- a replacement vehicle is ordered, but not yet delivered (also with retrofitting)
- for the length of a proved specific contract in the LEZ
- where vehicle dealers have arranged red number plates
- Euro 3 vehicles that cannot be retrofitted with a diesel particulate filter, or with one that reduces NO2 emissions by at least 10%
- Where a journey is proved to be in the public interest
- For hotel guests for the length of their stay.

There is a fee for exemptions, 12 € for up to 7 days, 100 € for other exemptions (in some cases the fee is reduced to 20€).
