Excluded from the LEZ:

1. light electric and hybrid vehicles

2. vehicles that can run on natural gas or LPG.

3. diesel-powered vehicles fitted with a certified diesel particulate filter that reduces PM to Euro 3 standard

4. historic vehicles provided in possession of the historicity or the identity certificate / approval issued after registration with the historical record.

5. vehicles classified as agricultural machinery in art. 57 of Legislative Decree 285/1992;

6. four-stroke motorcycles and mopeds

7. vehicles with special design or use of a service for purposes of a public or social interest, as specified below:

  • vehicles, motorcycles and mopeds of the State Police, the Police Prison, the Police, the Armed Forces, the national body of the Fire Brigade, the Italian Red Cross, bodies and services of the municipal and provincial Police, Civil Protection and of the Forest Service;
  • emergency medical vehicles;
  • non category M3 school bus and means of local public transport (LPT);
  • vehicles bearing the transport of disabled persons and exclusively used in the movements of the disabled person himself;
  • cars branded CD and CC.

EXCEPTIONS:

Are also excluded from the stationary circulation the following vehicles:

  • vehicles belonging to public and private entities that perform public service or public utility, or identified with appropriate marking or certified by the employer, who perform emergency maintenance services;
  • vehicles of travelling tradesmen for the weekly markets, only for the the path necessary to reach the place of work from home and vice versa;
  • Vehicle operators of wholesale markets (fruit, vegetables, fish, floriculture and meat), limited to the path necessary to reach their home at the end of work;
  • vehicles used for the universal postal service or licensed / ministerial authorisation under Directive 97/67/EC as amended by Directive 2002/39/EC;
  • armoured vehicles for the transport values, governed by the Decree of the Ministry of Transport no. 332, 3 February 1998;
  • vehicles in medical and veterinary emergency visit, bearing the respective orders, health and welfare service with certification of the employer;
  • vehicles used for the transport of persons undergoing treatment are essential and can not be deferred for the treatment of serious diseases capable of exhibiting its medical certification;
  • vehicles used by workers with shifts that prevent the use of public transport, certified by the employer;
  • vehicles of priests and ministers of any denomination for the functions of his ministry;
  • vehicles carrying at least three people;
  • vehicles used for driving exercises and examinations for the award of licenses C, CE, D, DE pursuant to art. 116 of Legislative Decree 285/1992;
  • vehicles of blood donors bearing certificate of appointment for the donation;

It should be noted that the municipalities can no longer give special and personal exemptions beyond those provided by the regional measure.
