The following vehicles are exempted from the Congestion Charge:

  • HM Coastguard and Port Authorities
  • Certain operational vehicles used by the London boroughs
  • The armed forces
  • Royal Parks Agency
  • Breakdown organisation vehicles accredited to BS EN ISO9001:2008
  • Two-wheeled motorbikes (and sidecars) and mopeds
  • Emergency service vehicles
  • NHS vehicles that are exempt from vehicle tax
  • Vehicles used by disabled people exempted from vehicle tax
  • Vehicles for more than one disabled person
  • Taxis and private hire vehicles that are actively licensed in London.

The following vehicles may apply for a discount:

  • Residents (90% discount)
  • Blue Badge (100% discount)
  • Vehicles with nine or more seats (100% discount)
  • Motor tricycles (100% discount)
  • Roadside recovery vehicles (100% discount)

Are there discounts for smaller/cleaner vehicles?

The following ultra low emission vehicles can apply for a 100% discount:

  • Electric vehicles
  • Cars and vans that emit 75g/km or less of CO2 and also meet the Euro 5 emission standard for air quality
  • 'Plug-in hybrid' (PHEV) vehicles that are on the UK Government's list of PHEVs eligible for the OLEV grant are from 24th June 2016 no longer exempted
