Motorcycles, mopeds and scooters that are exempt from the Congestion Charge are also exempt from the Emissions Surcharge.
Taxis and private hire vehicles (PHVs) are exempt from paying the Congestion Charge and the Emissions Surcharge when actively licensed with TfL. The exemption for PHVs only applies to private hire bookings.

Residents with vehicles that do not meet the emissions standards and are registered for the Congestion Charge Residents' Discount will automatically be registered for a 90 per cent discount on the Emissions Surcharge.
Residents with a vehicle that does not meet the required emissions standards who pay via Congestion Charge Auto Pay will pay £2.05 per day (£1 Emissions Surcharge plus £1.05 Congestion Charge) to drive in the Congestion Charging Zone in charging hours.
The Emissions Surcharge will continue exclusively for residents at the discounted rate (90 per cent) until the expiry of their sunset period for the ULEZ.
Blue badge holders will be eligible for a 100 per cent discount on the Emissions Surcharge. Blue badge holders registered for the 100 per cent Congestion Charge discount will be automatically registered for the Emissions Surcharge discount. You can claim up to two discounted vehicles per day.
Vehicles used by disabled people that have a 'disabled' taxation class, such as Dial-a-Ride and modified vehicles are not subject to the Emissions Surcharge.
