Not only Europe suffers with high pollution and is implementing low emission zones. The countries implementing LEZs include Haifa in Israel and Tehran in Iran.

Haifa in Israel will have a low emission zone from Autumn 2016. Heavy duty vehicle fleets need to fit diesel particulate filters or use alternative fuel technologies. There are grants for fitting dpf filters. You can find more information from the Israeli Environment Ministry.

Tehran in Iran suffers with very high pollution, and they are now converting their odd-even number plate scheme into a phased low emission zone. A brief summary can be found in English on the Tehran city website.
