The supply and delivery for the companies Kabelmetall Europe AG, VKG, RMM and BEN in the business zone Gartlage, and users and visitors of the exhibition hall Gartlage will be freed from the the LEZ on the route Bremen Straße – Baum Straße- Schlachthofstraße - Liebig Straße.
3. Rules for exemption by “Allgemeinverfügung”
General exemptions without application apply to until December 31, 2012:
- Public transport buses until 31. December 2010 to ensure a proper local public transport.
- Vehicles of vendors of the markets “Maiwoche”, “Weihnachtsmarkt” and “Ossensamstag”
- Vehicles of vendors of the farmer’s market
- Vehicles with short term or red plate and
- Vehicles of diplomatic missions and consular posts.
4. Hardship case provisions
To this end, the city of Osnabrück has established arrangements for the granting of exemptions in individual cases for businesses and for individuals. Exemptions may be granted upon request as an annual exemption, short-term exemption and exemptions in cases of delayed delivery of new vehicles and diesel particulate filter.
For examination of an individual case it is necessary to look to the economic situation of individuals or of the affected business, which have to demonstrate that a new acquisition or replacement or retrofitting of the relevant vehicle is economically unreasonable. For businesses it is sufficient to present a certificate of unreasonableness of replacement under the criteria of the Tax Association of Niedersachsen
For individuals whose vehicles can not be retrofitted or the retrofitting or replacement is an unreasonable hardship, a sufficient prove for the unreasonableness is the notice of receipt of unemployment benefit (ALG II), housing allowance, or from similar services or an Osnabrück Pass.
Moreover, for both commercial and private applicants other criteria such as the overwhelming and urgent individual interests, as regular trips necessary to meet the doctor, e.g. for dialysis patients have to be met.
