a) vehicles used to transport people with disabilities and individuals with severe disease documented by certification issued by the competent bodies, including persons who have undergone organ transplants, who are immuno-compromised or who shall visit health facilities for disaster relief. The person must be in possession of the statement made by schools, offices, clinics, etc.., which is specified address and the start time and end of school, work, therapy, etc..;
b) vehicles used to transport people undergoing treatment or examinations necessary to able to produce medical certification on or reservation. The person must have a copy of medical certificate or reservation and a declaration in lieu of affidavit (self-declaration) that states that the person has to undergo treatment or examination, in which the driver declares the location and time;
c) vehicles used by caregivers in service with the employer's certification or institution for which they work and stating that the operator is paying for home care people with medical conditions for which home care is essential; vehicles used by persons engaged in home care services for people affected by severe pathology with the original certification issued by the competent bodies or by the doctor family
d) vehicles of historic interest in art collectors. 60 of the Highway Code for participation in the events recorded at the ASI (Italian Historic Vehicle Club) schedule.
e) vehicles used for transportation of persons participating in burial ceremonies, if provided with appropriate documentation (it will sufficient to show invitations or certificates issued by the ministers officiating);
f) a vehicle whose driver has an age greater than or equal to 65 years.

Orbassano, San Mauro Torinese
Piemonte general exemptions plus
1. vehicles used to transport people with disabilities and those with serious illnesses documented by certification issued by the competent bodies including persons who have undergone organ transplants, who are immuno-compromised or who visit health facilities for urgent cases. The person must be in possession of the statement made by schools, offices, clinics, etc.., in which the address is specified and the start time and end of school, work, therapy, etc..;
2. vehicles used to transport people undergoing treatment or examinations necessary to able to produce medical certification on or reservation. The person must have a copy of medical certificate or reservation and a declaration in lieu of affidavit (self-declaration) that states that the person has to undergo treatment or examination, in which the driver declares the location and time;
3) vehicles used by caregivers in service with the employer's certification or institution for which they work and stating that the operator is paying for home care people with medical conditions for which home care is essential; vehicles
used by persons engaged in home care services for people affected by severe pathology with the original certification issued by the competent bodies or by the doctor family
4) vehicles of historic interest in art collectors. 60 of the Highway Code for
participation in the events recorded at the ASI (Italian Historic Vehicle Club) schedule.
5. vehicles participating in funeral ceremonies or religious processions, if provided with appropriate documentation (it will be sufficient to produce calls or certificates issued by the ministers officiating);
6. drivers coming from the surroundings of the town and used for transporting students to direct school buildings, equipped with an authorisation granted by the city.

Borgomanero exemptions
- animal-drawn vehicles, bicycles, vehicles over 3.5 tonnes;
- electric, hybrid LPG or natural gas vehicles;
- Vehicles of the Armed Forces, law enforcement agencies, the fire brigade, rescue services, civil protection service, of ASL, ARPA, and all public administrations;
- vehicle operators of essential public utilities (electricity, water, gas, telephone, journalists, post and telegraph, etc.).
- vehicles used by operational or technical assistance for urgent or emergency transport for the chamber of Commerce, Industry, Trade and Agriculture vehicles, showing the company's activities and with a photocopy of the certificate of registration;
- vehicles used to transport people with disabilities and those with serious diseases, with documentation;
- vehicles of doctors, health professionals and veterinarians in urgent home visit, with documentation;
- vehicles used for transportation of persons undergoing treatment for essential and urgent treatment of serious diseases, with medical certification;
- vehicles in the service of television companies undergoing maintenance and similar activities;
- machinery, farm machinery and vehicles classified by special use (referred to in Legislative Decree 285/92, art.54 / 1 ^ and 2 ^ paragraph) for work use;
- vehicles used in funeral services (includes routes from home to the funeral and return);
- special purpose vehicles used for the forced removal of vehicles;
- vehicles of the Diplomatic and Consular Corps;
- institutes vehicles belonging to private security firms or for the transport of valuables;
- traders vehicles on the days of the market or fair, for the journey to and from their residence to the market or fair;
- vehicles for transportation fuels, liquid or gaseous, for distribution and use;
- vehicles to transport perishable goods and medicines;
- vehicles with foreign number plates driven by someone who is not resident in Italy
- vehicles for use by ministers of religion of any confession on grounds of his ministry;
- vehicles registered in the registers of historic cars in art. 60 of the Highway Code for participation in the events recorded at calendar ASI (Italian Historic Vehicle Club)
- Taxis on duty, bus service, buses and vehicles in rental service with driver
- Vehicles owned by residents within the LEZ to reach their home by the shortest route, if a permit is given by the local Police Station.

Alba exemptions
- Service vehicles of the Armed Forces, the police, the fire brigade, rescue services, civil protection service;
- doctors visits at home or emergency service visits;
- emergency response of public companies or private companies for public utility services;
- taxis, bus service, buses and vehicles in rental service with driver;
- vehicles taking part in funeral processions;
- vehicles registered as historic vehicles;
- vehicles powered by LPG and CNG (also bifuel) with previous approvals EURO 1;
- vehicles of citizens who are in specific emergency situations.
- to reach the authorised workshops for the roadworthiness test and / or control of exhaust gas (blue sticker / MoT test).
- vehicles above 3.5 tonnes, agricultural machinery, machine operators and motor homes can circulate in the LEZ, however, are not allowed in the restricted traffic zone of the historic centre.

Bra exemptions
- Vehicles for transportation of persons with disabilities;
- Vehicles entered in the registers of historic cars;
- Vehicles powered by LPG and CNG (also bifuel) with approvals prior to Euro 1;
- Vehicles over 3.5 tonnes, agricultural machinery, construction machinery, motor homes, as in the legislation.
- Vehicles used by the emergency services including those used for standby duty and plant maintenance service to business and residence.
- In case of emergency and security that affects a private citizen forced to move a vehicle subject to the limitations, the criticality and urgency of the circumstances justify, per se, failure to comply with the LEZ criteria
- Allow vehicles to reach authorised workshops for the roadworthiness test and / or control of exhaust gas (blue sticker, or MoT test)
- The LEZ does not operate in the case of a strike
- Allowing for access to parking and inter-modal exchanges.
- Provisions to ensure the international connections that are considered essential are exempted.

Additional Cuneo exceptions
Piemonte general exemptions plus
- certification issued by the competent bodies, including persons who have undergone organ transplants, who are immuno-compromised or who shall visit health facilities for disaster relief. The person must be in possession of the statement made by schools, offices, clinics, etc.., which is specified address and the start time and end of school, work, therapy, etc..;
- vehicles used to transport people undergoing treatment or examinations necessary to able to produce medical certification on or reservation. The person must have a copy of medical certificate or reservation and a declaration in lieu of affidavit (self-declaration) that states that the person has to undergo treatment or examination, in which the driver declares the location and time;
- vehicles used by caregivers in service with the employer's certification stating that the operator is paying home care to people with medical conditions for which the assistance home is essential; vehicles used by persons performing services home care for people affected by serious illness with certification issued by the competent bodies or by the family doctor;
- vehicles used for standby duty, including those of maintenance plants serving business and residence;
- vehicles on the register of historic cars provided that the state of conservation is reasonable and it is certified by specialised centres identified by Piedmont Region;
- vehicles used during funeral services and extra-ordinary processions if provided with adequate Documentation (it will be sufficient to produce calls or certificates issued by Ministers officiating).

Fossano exceptions
For the central area LEZ (warning! Many of these exemptions are not valid in the days and hours that ZTL is in force on the entire town, see separate exemptions):
a) vehicles of residents in the low-traffic area of Old Town
b) electric or hybrid vehicles operating on electric motor;
c) CNG and LPG vehicles;
d) four-stroke motorcycles and mopeds;
e) vehicles of the Armed Forces, law enforcement agencies, Fire Service, ARPA, the Piedmont Region, the Province of Cuneo, rescue services, to organisations and institutions affiliated to the regional system of civil protection service, media specially adapted to the forced removal of vehicles;
f) taxi duty, bus service, buses and vehicles in rental service with driver;
g) vehicles owned (or rented, or leased) of Local Authorities, the State, of Public sector entities, businesses and institutions of public service and postal service;
h) vehicles with foreign number plates;
i) vehicles used during funerals;
j) machines operating from temporary facilities during work in localised area - subject to limitations;
k) vehicles used to transport people with disabilities that carry authorisation by the competent bodies;
l) historical vehicles;
m) vehicles used by suppliers of goods from the companies included in the restricted traffic zone, restricted to loading and unloading.

For the LEZ outside the central area:
- Vehicles used to transport people with disabilities;
- Vehicles entered in the register of historic cars;
- LPG and CNG vehicles (also bifuel) with previous approvals EURO 1;
- Vehicles over 3.5 tonnes, agricultural machinery, construction machinery, motor homes;
- Vehicles used in case of emergency services and security in the categories covered in the restrictions on movement. In this term include the rescue vehicles, emergency and those used for standby duty, including those of plant maintenance service to business and residence, and vehicles of local public entities or otherwise circulating for official purposes;
- Vehicles of private citizens as long as there is evidence of impending danger, urgency, safety and emergency (state of necessity under Art. 4 L. 689/81);
- Vehicles travelling to authorised workshops to carry out the roadworthiness of vehicles and / or control of exhaust gas (blue sticker/MoT test).
- Days of a strike of public transport workers

In addition special exemptions are available. In all cases below the schedule and route specified must be compatible with the justification for the derogation:
• vehicles used for transportation of persons subjected to treatment or clinical examination able to produce medical certification on or reservation. Over the distance covered the relevant person must carry a copy of a medical certificate or reservation and a declaration in lieu of affidavit (self-declaration), in which the driver declares the location and time;
• vehicles used by caregivers on duty certified by the employer or institution for which they work and stating that the operator is paying home-based care to people with medical conditions for which home care is essential, vehicles used by persons play care services for people affected by serious illness certified original copy issued by the competent bodies or by the family doctor;
• vehicles participating in funeral ceremonies or special religious or civil ceremonies.

Mondovi' exemptions
- Residents with a permanent place of residence within the zone, owners and tenants of the garages,
- emergency and security services,
- disabled transport, taxis,
- Environmental vehicles, (electric, hybrid, catalysed natural gas and LPG), medical home visits,
- artisans in performance
- travelling home after emergency authorisation – must demonstrate a state of necessity (taking drugs or lifesaving emergency transport to a hospital etc. ...),
- business users for loading and unloading of goods and bulky voluminous to be authorised (phone toll-800110000),
- the Municipal Police Command, Post and Telegraph services, Enel, Italgas, Telecom, Water supply, vehicles that are municipal property and companies in the service of the City of Mondovi
- families with children attending the school of St. Francis must use a specific route.

Savigliano
Centro Abitato Zone
- Disabled vehicles with a special permit issued under Article. 188 of the Highway Code, and vehicles specifically adapted for driving by disabled people of work with a declaration INAIL;
- Historic vehicles in the registers of historic cars;
- LPG and CNG powered vehicles (also bifuel) that are pre-EURO 1;
- vehicles over 3.5 tonnes, agricultural machinery, construction machinery, motor homes;
- vehicles used in case of emergency services and security in the categories covered in the restrictions on movement. This includes emergency vehicles and those used for standby duty, including those of plant maintenance service to business and residence;
- vehicles from private citizens as long as there is evidence of impending danger, urgency, safety and emergency (state of necessity under Art. 4 L. 689/81);
- Vehicles travelling to authorised workshops for the roadworthiness of vehicles and / or control of exhaust gas (blue sticker/MoT test).
- vehicles on days of a strike by employees of local public transport service organised in accordance with the procedures under the existing legislation.

Ambiente Zone
- Residents of the low-traffic area - driving license is needed as proof of their actual residence;
- Electric, hybrid, CNG and LNG vehicles;
- four-stroke motorcycles and mopeds;
- vehicles of the Armed Forces, Bodies of the Police, Fire Service, ARPA, rescue services, civil protection services or facilities specially adapted for the forced removal of vehicles;
- taxi duty, bus service, buses and vehicles in rental service with driver;
- vehicles owned (or rented, or leased) of Local Authorities, the State, of Public sector entities, businesses and institutions of public service and postal service;
- Vehicles with foreign number plates;
- Machinery or vehicles that perform work on behalf of public authorities, vehicles classified as special purpose (Legislative Decree 285/92, art. 54, paragraph 2); vehicles carrying out work for which they have previously been granted permits for the occupation of public land, vehicles used by technical assistance for urgent or emergency operation, vehicles to transport food for school cafeterias or drugs to health care facilities;
- Disabled vehicles with an authorisation by the competent bodies;
- vehicles used by traders on public areas that access the city centre in the days of the fair or market;
- loading and unloading by suppliers vehicles to companies in the restricted traffic zone;
- vehicles used to transport people undergoing treatment or examinations. A medical certification on or reservation must be produced, which declares the location and time;
- Postal service vehicles, even when it is managed contracts with private vehicles of courier service operators or of postmen, with a statement from the Management Office to certify the use of the vehicle private sector for the postal service;
- vehicles participating in funeral services for the route from home to the funeral and back;
- historic vehicles as per Article .60 of the highway code, entered in the appropriate registers (ASI-Italian Historical Lancia-Fiat-Alfa Romeo Italian in Article .215 of the Regulations for Implementation of the CDS).

Asti exemptions
- Contractors working on authorised construction from 06:00 to 20:00 (requires a specific request from the authorities), with a stop for loading and unloading, maximum 1 hour drive time
- Companies engaged in craft activities and interventions plant design, installation and maintenance service of the house (eg plant thermal, hydraulic, electrical, electronic, carpenters, blacksmiths, glassblowers) from 06:00 to 20:00.
- Company catering and delivery pizzas and meals at home between 11:00 and 23:00 (requiring specific request from the authorities)
- Anyone without pass or permit with an extraordinary need may enter the LEZ outside the permitted time slot for loading and unloading. Phone the Office of Public Relations (toll 800195155) stating the number plate and the gate used (in advance or within 48 hours of entry, excluding holidays). This is for those who need to access the pharmacy on duty in the LEZ, or for customers of outlets ZTL for the pick-up of bulky goods from 19:00 to 20:00. Phone number is open: Mondays and Wednesdays from 9 to 13 and from 15 to 17.30, Tuesday, Thursday and Friday from 9 to 13, Saturdays from 9 to 12
- Registered disabled drivers from Asti or other municipalities if the Public Relations Office is informed of the number plate up to a maximum of three number plates of vehicles used routinely. Acqui Terme exemptions
- Permits are issued free of charge and immediately by oral request of the person to the local police. Allows the LEZ traders from 08.00 to 12.30, only for loading and unloading.
- People with limited or impeded mobility identified by special markings, under the combined provisions of Articles. 6 of D.P.R. 384/78 and 381 of D.P.R. 495/92, "Mark invalid"

Casale Monferrato exemptions
a) vehicles of residents
b) vehicles registered in the registers of historic vehicles as stipulated by DGR 66-3859 18 September 2006 and subsequent D.G.R. 57-4131 of 23 October 2006
c) electric or hybrid vehicles operating on electric motor
d) bifuel powered vehicles or natural gas / gasoline or LPG / gasoline
e) vehicles of the Armed Forces, law enforcement agencies, Fire Service, ARPA, the Emergency services, civil protection service, and special purpose vehicles used the forcible removal of vehicles
f) taxi duty, bus service, buses and vehicles in rental service with or without driver
g) vehicles owned (rented, or leased) of Local Authorities, the State, businesses and institutions of public service, the postal service which is clear the performance of public service
h) vehicles with foreign number plates
i) vehicles used to load and unload goods and / or collection / storage of equipment at the business and the shops within the LEZ

1) Vehicles used to transport people with disabilities and people with serious diseases documented with certification issued by the competent bodies, including those who have undergone organ transplants, who are immuno-suppressed, or who go to health facilities for disaster relief. Must be in possession statement issued by schools, offices, clinics, etc.., specifying the address, start and end time of school, work, therapy, etc..;
2) vehicles with special adaptations, duly noted on the registration certificate, to allow the physically handicapped;
3) Vehicles used to transport people undergoing treatment or examinations who can produce medical certification or a declaration in lieu of affidavit (self-declaration), which states the location and time;
4) vehicles used by caregivers on duty certified by their employer, stating that the caregiver is giving home care which is paid for by people with medical conditions for which the assistance is essential;
5) vehicles used by persons engaged in home care services for people affected by serious illness, certified by the competent bodies or by the family doctor
6) Vehicles participating in funeral ceremonies, as long as provided with
appropriate documentation (it will be sufficient to produce the certificates issued by the Authority);

Novi Ligure exemptions
Electric or hybrid vehicles, bifuel, natural gas or LPG,
four-stroke motorcycles and mopeds, motorcycles
two-stroke mopeds and registered for less than ten years,
public vehicles and emergency service, taxis on duty, bus service, buses and vehicles in rental service, motor homes, construction machinery, and special purpose vehicles classified.
Exceptions for documented situations
Vehicles used to transport the handicapped and people with serious diseases; vehicles used for the transportation of persons undergoing essential treatment or tests;
vehicles used by caregivers in service
vehicles used to participate in funeral ceremonies or non-ordinary religious or civil ceremonies.

Tortona exemptions
a) vehicles of residents even in the two time windows from 11.00 to 14.00 and from 17.00 to 24.00;
b) electric or hybrid vehicles operating on electric motor;
c) vehicles operating bifuel and transformed with methane or LPG;
d) vehicles of the Armed Forces, the police, the fire brigade, rescue services, vehicles used for public service in case of emergency;
e) public service vehicles not used exclusively for the carriage of persons;
f) special purpose vehicles used for the forced removal of vehicles, waste collection vehicles and refuse collection, public service vehicles not designed to carry people but used for maintenance;
g) taxi duty, bus service, buses and vehicles in rental service with driver;
h) motor homes and machinery referred to Legislative Decree no. 30/04/1992 No 285 Art. 54 paragraph 1 letters m) and n);
i) motor vehicles for transport under specific legislative decree no. 30/04/1992 No 285 Arts. 53 paragraph 1 letter f) and 54 paragraph 1 letter f);
j) personal and special purpose vehicles referred to in legislative decree no. 30/04/1992 No 285 Arts. 53 paragraph 1 letter g) and 54 paragraph 2;
k) Vehicles travelling to authorised workshops for the roadworthiness of vehicles and / or control of exhaust gas (blue sticker/MoT test).
l) drivers aged over 65 years;
m) Craft businesses and vehicles registered for transport of goods that also have permits issued for the pedestrian area, or from 7.30 to 10.30 and from 14.30 to 16.30;
n) Residents of vehicles owned or run by individuals who own and use, lease etc garages, parking space or courtyard;
o) vehicles of carers of children enrolled and attending the Nursery School situated in Via Santa Chiara Passalacqua exclusively for the path of forced entry and exit from the city centre and at the following times: from 7.30 at 9.35, 11.00 11.35 and from 12.45/13.35, 16.00 to 16.35 and from 17:55 to 18:05.
In addition, the following exemptions are allowed with documentation:
a) vehicles used to transport people with disabilities and people with serious illnesses documented by certification issued by the competent bodies, including persons who have undergone organ transplants, who are immuno-compromised or who shall visit health facilities for disaster relief. The person must be possession of the statement made by schools, offices, clinics, etc.., which specifies the address, start and end time of school, work, therapy, etc..;
b) vehicles with special adaptations, duly noted on the registration certificate, installed to allow access for the physically handicapped;
c) vehicles used to transport people undergoing treatment or examinations necessary able to produce medical certification on or reservation. The person must be able to produce of a copy of the medical certification or reservation and a declaration in lieu of affidavit (self-declaration), which declares the location and time;
d) vehicles used by caregivers on duty certified by the employer or institution for which they work and stating that the operator is paying home-based care to people with medical conditions for which home care is essential, vehicles used by persons performing care services for people affected by serious illness certified original copy issued by the competent bodies or by the family doctor;
e) historic vehicles in Article .60 of D.lgs30/04/1992 nr. 285 in the manner of movement in it covers;
f) a vehicle registered in the registers of historic cars in Article .60 of D.lgs30/04/1992 bear the certification referred to in Article 215 of Presidential Decree December 16, 1992 n.495;
g) vehicles for funerals or non-routine religious or civil ceremonies, if provided with appropriate documentation (it will be sufficient to produce the certificates issued by the ministers or relevant authorities).
h) construction companies who have to travel with their vehicles at work sites located in the LEZ require a special permit to be issued by the police headquarters following a specific request with attached documentation certifying the work to be done. The permit will not be unlimited but will be issued from time to time at the discretion of the police headquarters for each site.
i) The LEZ does not apply in the days of the strike of the staff of local public transport service organised in accordance with the procedures under the existing legislation.

Biella exemptions
a. electric or hybrid vehicles operating on electric motor;
b. transformed bifuel vehicles operating with methane or gas
c. four-stroke motorcycles and mopeds;
d. two-stroke motorcycles and mopeds registered for less than ten years;
e. Vehicles of the Armed Forces, law enforcement agencies, Fire Service, ARPA, rescue services, civil protection service and special purpose vehicles used for the forced removal of vehicles, vehicles for the waste collection and disposal services;
f. taxi duty, bus service, buses and cars in service hire with or without driver;
g. motor homes, machinery, means of work, referred to Legislative Decree no. 30.4.1992 No 285 Art. 54 and special purpose vehicles classified referred to D. Decree Law No. 30.4.1992 285 Art. 54 paragraph 2.
Other exemptions with appropriate documentation for specific journeys:
a. vehicles used to transport the handicapped and people with serious diseases documented with certification issued by the competent bodies, including people who have suffered transplantation of organs, which are immunocompromised or who shall visit healthcare facilities for disaster relief. Documentation must be from the school, surgery etc, with the times and location.
b. vehicles used for transportation of persons undergoing treatment or examinations indispensable able to produce medical certification on or reservation. Documentation can be a medical certificate, reservation or self-declaration with the location and time
c. vehicles used by caregivers in service with certification of the employer or institution for which they work and stating that the operator is paying home care to people with medical conditions for which home care is essential; vehicles used by persons play care services for people affected by severe pathology with the original certification issued by the competent bodies or family doctor;
d. historic vehicles in the registers of historic cars participating in events;
e. vehicles used for funeral, religious or non-routine civil ceremonies (invitations and confirmations required from the ministers officiating).

Vercelli exemptions
2.1. vehicles for transporting disabled people (see DGR 57-4131);
2.2. vehicles registered in the register of historic cars (see DGR 57-4131);
2.3. vehicles powered by LPG or CNG (also bifuel) with approvals prior to the Euro 1 (see DGR 57-4131);
2.4. vehicles with a mass exceeding 3.5 tonnes (see DGR 57-4131);
2.5. agricultural machinery (see D.G.R. 57-4131);
2.6. machinery (see D.G.R. 57-4131);
2.7. Motorhomes (see D.G.R. 57-4131);
2.8. vehicles used by operational or technical assistance for urgent or emergency transport with a photocopy of registration with the CCIAA, showing the company's business (see paragraph 7.3 of the Provincial Action Plan);
2.9. vehicles operating in the health services: vehicles for doctors in urgent home visits; vehicles used by health and care professionals, with the certification of employer, to transport persons undergoing treatment for serious diseases that can produce on medical certification (see paragraph 7.3 Provincial Action Plan);
2.10. Vehicles in charge of funeral services, funeral and transportation vehicles to follow the route from home to the funeral and back;
2.11. Removal vehicles (those over 3.5 tonnes are already excluded) and which have been previously granted permits by the public land offices responsible (see paragraph 7.3 Provincial Action Plan);
2.12. vehicles belonging to supervisory and cash handling institutions (see Section 7.3 Provincial Action Plan);
2.13. vehicles for the transportation of goods used by merchants trading in the public area on market days or for fairs, exclusively for the shortest route from the municipality of residence to the municipality within the market or fair, and vice versa;
2.14. vehicles for transport of perishable goods and medicines (those over 3.5 tonnes are already excluded) (see Section 7.3 Provincial Action Plan);
2.15. vehicles used to maintain service availability, including maintenance of facilities serving businesses and residences (see Section 7.3 Provincial Action Plan);
2.16. vehicles used for car pooling with at least three people on board;
2.17. motor vehicles used by driving schools for the driving test. Exemption applies only the days and hours of examinations;
2.18. vehicles which have been granted formal permission from the Municipal Police Corps for a temporary exemption. Such permits are issued for satisfaction of objective requirements, subject to the exceptional nature of contingency burden for the applicant to adequately document the need for such;
2.19. vehicles used to reach the authorised workshops for the purpose of carrying out the review and / or control of exhaust gas (blue sticker). This requirement will be by appropriate documentation.
3. vehicles of the police, fire and ambulance services bearing the marks of institution, property or payment of public and used for the conduct of institutional activities.
