There are two types of exemptions for the Rotterdam low emission zone.

Short term exemptions:

  • You may (occasionally) drive your car in the environmental zone with a short term exemption. These can be applied for up to 12 times per year. There are no conditions attached. An exemption costs €24.90 each time and is valid for 24 hours.
  • A 72 hour campervan exemption is possible for residents within the LEZ that have owned the vehicle since before 1 June 2015, and their vehicle is registered as a camper van on the rdw.nl website. The exemption costs €24.90 and can applied for a maximum of 12 times per year. Further details are available from the Rotterdam city page.
  • For events. This exemption is intended for vehicles used during filming and events such as the King Carnival and Parade. You are only eligible for an exemption if the municipality has issued an event license or a certificate of no objection (VGB).

There are various long-standing exemptions:

  • For a vehicle which is adapted for medical reasons. You are eligible if:
    • You have a European disability card (s); and
    • The car has been modified for at least 500€; and
    • You have a fixed residence, study or work in Rotterdam; and
    • Your car already registered in your name before June 1, 2015.
  • For businesses. Vehicles between 25 and 40 years old owned by the company itself. For example, a historic wedding car or food lorry with which you earn your money.
  • For entrepreneurs who live and / or work in Rotterdam and bankruptcy threatened by the environmental zone. Click on the Rotterdam city page to learn more about how we test this.
  • For situations in which you are waiting for the delivery of your new 100% electric or CNG vehicles. Where this has been ordered, you can keep driving your old car until it is delivered.
  • For vehicles that are cleaner than expected based on their Date First Admission (DET) or registration certificate ( 'Right to Challenge’).
  • On the basis of the so-called 'hardship'. If you can prove that you are in a special situation and is disproportionately affected by the environmental requirements.
  • Hospital visit. You need more than seven times per calendar year for example, the hospital or physiotherapist? Then you can apply for an exemption hospital. The exemption for hospital visit ask via this page on rotterdam.nl. Select 'Onvoorzien’.

A long term exemption costs € 178.20 per application. To be eligible for a long-term exemption the vehicle must be in your name before June 1, 2015.
