- vehicles of government and public service companies in the service of the organisation
- vehicles used by traders at fairs and markets that take place throughout the municipality only for the transit from home to the concession stand, or vice versa;
- vehicles supplied for clearly recognisable private security;
- vehicles of newspapers and radio and television written by recognisable logo or emblem;
- vehicles with foreign number plates driven by a foreign resident;
- electric vehicles, LPG or CNG, bi-fuel (petrol / methane-petrol or LPG), hybrid vehicles and vehicles approved to Euro 3, 4 and 5;
- agricultural vehicles and machinery in agricultural service;
- vehicles used to transport people with disabilities and subjected to treatment or examinations necessary able to produce a medical certificate or on the reservation;
- means used by the provincial personnel during performance of environmental inspection activities or services availability provincial activities related to civil protection;
- vehicles of employees whose work shift begins or end in a period not covered by public transport, limited to the path between home and workplace. The workers concerned should be provided with certification issued by the employer attesting to the articulation of the work shift;
- vehicles with at least three people on board, or in the case of vehicles registered for the number of posts under three, with at least two people on board, always present during operation;
- vehicles to serve the ministers for the exercise of their functions;
