    Urban Access Regulations in Europe

Vitoria Gasteiz, Spain started its LEZ

Vitoria Gasteiz, capital of the Basque Autonomous Community in northern Spain, started its low emission zone (ZBE in Spanish) on the 15th September 2025.

The Low Emission Zone (Zona de Bajas Emisiones) of Vitoria Gasteiz restricts access to vehicles without an environmental label (diesel vehicles from before 2006 and petrol vehicles from before 2000). Vehicles with a B, C, ECO or Zero emission label may circulate in the low emission zone.

Starting 1st January 2030, the restriction will be extended to vehicles with a B label.
