There is currently no Italian national scheme, but regional as well as individual city schemes.


The following can get an exemption:

1. vehicles registered to residents in the urban pedestrian area
2. vehicles with garages inside the urban pedestrian area
3. vehicles used for loading and unloading goods within the LTZ. For this purpose, special reserved areas will be available.
4. vehicles for public utilities and operational vehicles used for public works owned by the Municipality of Avellino
5. vehicles in the service of disabled persons, special sign required; access to the ZTL is allowed only for the actual needs of the permit holder (eg therapeutic treatments, pharmacies)
6. garbage trucks and street sweepers
7. vehicles of the Armed Forces, used as police services,
firefighters, ambulances and rescue in general and Civil Defense
8. vehicles registered to family doctors and pediatricians affiliated with the S.S.N., forensic and U.O. engaged in territorial service of the A.S.L .
9. vehicles authorized by the Municipal Police Command for occasional activities (removals, marriages, funerals, etc.) and extraordinary activities

Loading and unloading is allowed from 10:00 - 12:00, 14:30 - 17:30 and 20:00 - 07:45 Monday to Saturday.

Zona a Traffico Limitato (ZTL) or Limitazioni della circolazione, the general name for all access regulation schemes, also used for Low Emission Zones.
