Introduction
There is an access regulation scheme in Rome called tour bus system.
It divides the Rome ZTL in two parts:
ZTL 1: Aurelian walls and Vatican area and
ZTL 2: between G.R.A. (Grande Raccordo Anulare) and ZTL 1

There is also a Low Emission Zone in Rome and an access regulation Rome - AR.
There is also the possibility of emergency measures on days with extreme pollution, particularly in the winter. Options include banning alternating number plates, or a ban all vehicles. Notification is by the local press.

Dates and details
The minimum Euro standard for tourist buses is Euro 2 with filter, Euro 3 with filter and Euro 4 or later.

For a prolonged stop an extra-stop rate applies: in the hourly parking areas (maximum 2 hours) there is an extra charge of €100/hour or part thereof for parking over the two hours.

To enter the ZTL Roma by tourist bus, you need to buy a daily pass.
Tourist buses with a proper permit are authorised to transit on the following streets:
Via Ostiense
Via Santa Maria in Cosmedin
Lungotevere Aventino
Via dell'Amba Aradam
Via Catania
Via Gregorio VII

Need to Register?
Buses heading to the Vatican area (San Pietro) are not required to register nor need to apply for a sticker to access the LTZ1, but you need invitation from the Vicariate of Rome. No parking, pick up or drop off is allowed in the ZTL area.
Access to the Vatican area on Wednesdays, Sundays and during special events has to be booked and only a limited number of daily passes are issued (A1, B2, B3 and B4): permit.
The permits are valid either until morning until 13:30 or from 13:30 on. Each one is associated to a specific parking place and one or more passenger pick up/drop off areas.

To enter the ZTLs with your tourist bus you need a permit.
There is permit A - annual and daily. This permit allows access and parking (short term, long term and hourly) within the LTZ2 area.
And permit B - annual and daily. This permit allows access and parking (short term, long term and hourly) within the LTZ1 and LTZ2 areas.
And permit G (Major Events. The permit enables circulation within the LTZ2 and parking, within this area, in all areas referred to as "long stay" areas.

The threshold of 1,300 annual permits has been reached: for 2015, therefore, it is no longer possible to issue new titles for 2015. New titles are issued 1 January 2016

There is a 50% discount for electric vehicles or with motor powered by LPG or natural gas, 10% discount for Euro 5 and 20% for Euro 6.
There are extra charges for Euro 2 and Euro 3 vehicles (with Diesel Particulate Filter). An annual increase of the daily base rate is foreseen:
plus 30% from January 2015
plus 45% from January 2016.

Enforcement
Camera enforced and 'Roma Servizi per la Mobilità' is carrying out random checks on the tour buses coming to Rome.
Remember that for a counterfeit permit, in addition to a fine, they shall provide simultaneous notification to the Legal Authorities. All the information about sanctions and enforcement activities.

Penalty
The fine for entering without valid permit is 500€. Further suspensions are possible.
